The Sydney Plan is now in effect

Eight months after its initial announcement, the Sydney Plan has officially come into force and now serves as Sydney’s primary strategic planning framework, replacing the Metropolis of Three Cities and the 5 district plans.

The plan sets out a new 20-year vision for the city. Key features include:

• A requirement for all councils to maintain a minimum of 30 years of feasible housing capacity at all times

• Five-year housing targets, intended to reduce the risk of forecasting error against longer-run projections

• A simplified region plan

• Benchmarks for open space provision

The delivery of the vision will be guided and supported by 7 priorities and 12 responses that will shape Sydney's growth. These priorities include:

• Aboriginal Outcomes

• Housed

• Prosperous

• Connected

• Resilient

• Liveable

• Coordinated

The detail worth watching is how councils actually measure that 30-year capacity figure, whether it's based on land that's simply zoned for housing, or land that's realistically viable to develop in that timeframe. That distinction will matter a lot in practice, and it will be interesting to see how the Department of Planning, Housing and Infrastructure and councils apply it as local environmental plans are reviewed over the coming years.
