Work-in-Kind Guidelines Released

As part of the Housing and Productivity Contribution (HPC), the finalised Works-in-Kind (WIK) Guideline and Infrastructure Opportunity Plans (IOPs) have been released, making it easier and faster to deliver infrastructure that supports housing growth in New South Wales.

The Guideline and IOPs allow developers to meet their Housing and Productivity Contributions through directly delivering infrastructure such as roads, open space, and active transport, along with the dedication of land for transport corridors, schools, emergency services, and other essential infrastructure.

The IOPs set out the key state and regional infrastructure to support new homes in Greater Sydney, the Central Coast, Illawarra-Shoalhaven, the Lower Hunter Region, and Newcastle. Each IOP provides a list of projects which could be delivered through WIK agreements. The IOPs will be updated annually in line with the NSW Budget cycle to ensure enabling infrastructure is identified early and included in the forward planning for state agencies.

In summary, the WIK Guidelines will;
- Form part of a whole-of-Government approach to infrastructure planning, investment, and delivery.
- Outline how proposals for ‘developer delivery’ of state and regional infrastructure are evaluated, prioritized, and managed.
- Allow for monetary contributions that can be made by proponents to support infrastructure delivery.
- Provide different types of developer delivery opportunities based on the planning stage and application type.
- Provide guiding principles for developer delivery in the HPC regions, types of projects that can be considered and the approach to surplus credits.

It is encouraging to see meaningful initiatives being implemented during this housing-led period. More than ever, it is crucial that essential infrastructure is provided alongside the delivery of housing in order to support sustainable growth within new and existing communities.
