Planning System Reform Update
The NSW Government is introducing the next phase of its landmark planning reforms, continuing the changes introduced in late 2025 and earlier this year.
The main changes include:
Modifications with no environmental impact will be made under Section 4.55(1) rather than 4.55(1A)
Streamlining approvals for certain minor modifications by establishing an assessment period of 14 days
Targeted assessment pathways that may reduce time frames by up to 50% for low-risk development
A fairer review and appeal process
Environmental impact assessments scaled to risk, ensuring the level of assessment matches the size and potential impact of the activity
Removal of the requirement for an "analysis of feasible alternatives" in an Environmental Impact Statement
The reforms aim to deliver a faster and fairer planning system, supporting more efficient development approvals and delivery.
